     Employment Information

    • Salary Level: Grade A (OSD – Occupation Specific Dispensation)
    • Salary Range: R1 143 468 – R1 300 944 per annum (all-inclusive package)
    • Package Structure: Up to 30% flexible portion
    • Salary Determination: Based on post-registration experience

     Job Purpose

    To provide professional quantity surveying leadership in the planning, implementation, monitoring, and evaluation of infrastructure programmes and projects, ensuring cost efficiency, compliance, and quality delivery.

     Minimum Requirements

    • NQF Level 7 qualification in Quantity Surveying or equivalent
    • Registration or eligibility with the South African Council for the Quantity Surveying Profession
    • Minimum 6 years’ post-qualification experience
    • Valid driver’s licence

    Advantageous:

    • Certificate in Infrastructure Delivery Management System (IDMS)

     Key Responsibilities

    1. Infrastructure Planning & Programme Management

    • Develop procurement strategies and infrastructure management plans
    • Prepare project briefs and infrastructure budgets
    • Participate in tender and procurement processes

    2. Project Implementation & Monitoring

    • Monitor infrastructure projects through Implementing Agents
    • Review and approve project execution plans and variations
    • Ensure compliance with service delivery agreements
    • Authorise and recommend payments

    3. Cost Management & Quantity Surveying

    • Manage cost estimation and control of infrastructure projects
    • Ensure projects stay within approved budgets
    • Evaluate financial implications of variations and contracts

    4. Maintenance Management

    • Oversee maintenance programmes (routine, emergency, and planned)
    • Guide districts and schools on maintenance planning
    • Monitor maintenance funding and Section 21 allocations

    5. Project Commissioning & Evaluation

    • Coordinate project completion and commissioning
    • Conduct post-project and post-occupancy evaluations
    • Review infrastructure performance and outcomes

    6. Compliance & Quality Assurance

    • Ensure adherence to built environment standards
    • Maintain Occupational Health & Safety compliance
    • Apply quality assurance frameworks

    7. Research & Continuous Improvement

    • Stay updated with industry trends and innovations
    • Conduct research on infrastructure systems and best practices
    • Contribute to policy and standard improvements

    8. Management Responsibilities

    • Manage staff performance and development
    • Oversee operational planning and reporting
    • Control budgets and expenditure
    • Ensure effective resource utilisation

     Selection Requirements

    • Professional registration with South African Council for the Quantity Surveying Profession
    • Extensive infrastructure experience required
