Job Purpose
To provide professional quantity surveying leadership in the planning, implementation, monitoring, and evaluation of infrastructure programmes and projects, ensuring cost efficiency, compliance, and quality delivery.
Minimum Requirements
- NQF Level 7 qualification in Quantity Surveying or equivalent
- Registration or eligibility with the South African Council for the Quantity Surveying Profession
- Minimum 6 years’ post-qualification experience
- Valid driver’s licence

Key Responsibilities
1. Infrastructure Planning & Programme Management
- Develop procurement strategies and infrastructure management plans
- Prepare project briefs and infrastructure budgets
- Participate in tender and procurement processes
2. Project Implementation & Monitoring
- Monitor infrastructure projects through Implementing Agents
- Review and approve project execution plans and variations
- Ensure compliance with service delivery agreements
- Authorise and recommend payments
3. Cost Management & Quantity Surveying
- Manage cost estimation and control of infrastructure projects
- Ensure projects stay within approved budgets
- Evaluate financial implications of variations and contracts
4. Maintenance Management
- Oversee maintenance programmes (routine, emergency, and planned)
- Guide districts and schools on maintenance planning
- Monitor maintenance funding and Section 21 allocations
5. Project Commissioning & Evaluation
- Coordinate project completion and commissioning
- Conduct post-project and post-occupancy evaluations
- Review infrastructure performance and outcomes
6. Compliance & Quality Assurance
- Ensure adherence to built environment standards
- Maintain Occupational Health & Safety compliance
- Apply quality assurance frameworks
7. Research & Continuous Improvement
- Stay updated with industry trends and innovations
- Conduct research on infrastructure systems and best practices
- Contribute to policy and standard improvements
8. Management Responsibilities

Selection Requirements
