    • Salary Range: R932 292 – R1 098 195 per annum (all-inclusive package)
    • Package Structure: Up to 30% flexible portion

     Job Purpose

    To manage immovable asset planning, property management, leases, land administration, and utilities management for the education infrastructure portfolio, ensuring efficient use and control of government assets.

     Minimum Requirements

    • Relevant Bachelor’s Degree
    • Minimum 5 years’ post-qualification experience
    • Valid driver’s licence

    Added Advantage:

    • Computer literacy
    • Certificate in Infrastructure Delivery Management System (IDMS)

     Key Knowledge Areas

     Key Responsibilities

    1. Land & Immovable Asset Management

    • Maintain and update immovable asset registers (NEIMS and provincial systems)
    • Verify land ownership before infrastructure planning
    • Manage acquisition and disposal of land and buildings
    • Prevent illegal occupation of state-owned land
    • Monitor vacant property conditions

    2. Property Leasing & Accommodation Management

    • Identify suitable buildings for leasing
    • Manage lease agreements (Section 14 contracts)
    • Ensure proper lease payments and contract compliance
    • Coordinate with landlords on maintenance obligations

    3. Municipal Accounts & Utilities

    • Validate and manage municipal accounts
    • Process payments for utilities (water, electricity, etc.)
    • Monitor excessive utility usage and escalate issues
    • Develop guidelines for schools on utility usage

    4. Utilities Monitoring & Reporting

    • Design systems to monitor utility consumption
    • Train district officials on utility management
    • Produce reports and recommend efficiency improvements
    • Implement interventions for better resource usage

    5. Resource & Staff Management

    • Manage human resources within the unit
    • Conduct performance management and staff development
    • Develop operational plans and allocate work
    • Ensure quality control of outputs
    • Participate in transversal task teams

     Selection Requirements

    • Relevant qualification and experience required
    • Valid driver’s licence essential
    • Strong asset/property management background preferred
