Job Purpose
To provide strategic leadership and oversight of infrastructure delivery programmes, ensuring effective planning, procurement, implementation, monitoring, and maintenance of public infrastructure projects.
Minimum Requirements
- NQF Level 7 qualification (Bachelor’s Degree) in Built Environment or equivalent
- Postgraduate qualification (advantageous)
- Minimum 5 years’ middle/senior management experience
- Valid Code B/EB driver’s licence
- SMS Pre-Entry (Nyukela) certificate required before appointment

Key Responsibilities
1. Infrastructure Planning & Strategy
- Develop and manage Medium-Term and Annual Infrastructure Plans
- Prepare infrastructure budgets and procurement strategies
- Align infrastructure programmes with departmental goals
2. Project Delivery & Oversight
- Oversee infrastructure construction and maintenance projects
- Approve project execution plans and cost variations
- Monitor and evaluate project performance
- Conduct site visits and commissioning processes
3. Financial Management
- Manage infrastructure budgets and expenditure
- Ensure compliance with PFMA and procurement regulations
- Approve invoices, payments, and financial reports
- Control cost variations and task orders
4. Procurement & Contract Management
- Manage infrastructure procurement strategies
- Oversee implementing agents and contractors
- Ensure compliance with supply chain policies
5. Maintenance Management
- Develop maintenance strategies and systems
- Oversee maintenance projects and call centre operations
- Ensure schools and districts follow maintenance standards
6. Monitoring & Evaluation
- Track infrastructure performance
- Conduct post-project and post-occupancy evaluations
- Report on EPWP targets and project outcomes
7. Leadership & Governance
- Lead multidisciplinary professional teams
- Manage performance and staff development
- Ensure compliance with government regulations
- Participate in strategic departmental planning
