    Job Overview

    The Provincial Department of Health is seeking a Construction Project Manager: Production to manage infrastructure programmes and construction projects. The successful candidate will be responsible for infrastructure planning, procurement, project implementation, monitoring, contract management, quality assurance and compliance with relevant legislation and construction standards.

    Minimum Requirements

    • Degree in the Built Environment at NQF Level 7, recognised by SAQA.
    • Registered as a Professional Construction Project Manager with SACPCMP.
    • 3–5 years’ relevant experience.
    • Valid driver’s licence.
    • Computer literacy.

    Key Responsibilities

    Infrastructure Planning

    • Plan infrastructure programmes and projects in line with the Infrastructure Delivery Management System (IDMS).
    • Prepare procurement strategies and Infrastructure Programme Management Plans.
    • Update infrastructure programme plans.
    • Prepare infrastructure budgets and final project lists.
    • Develop project briefs and packages for individual projects.
    • Present project briefs to Implementing Agents.
    • Manage project briefs for projects not allocated to an Implementing Agent.

    Procurement & Project Preparation

    • Participate in the procurement of Professional Service Providers and contractors.
    • Prepare and approve bid specifications.
    • Participate in tender evaluations and relevant Supply Chain Management committees.
    • Work with Public Works and/or relevant SCM committees of alternative Implementing Agents and the Provincial Department of Health.

    Project Implementation & Monitoring

    • Monitor infrastructure programmes and projects implemented by Implementing Agents.
    • Ensure compliance with Service Delivery Agreements.
    • Manage projects that are not allocated to an Implementing Agent.
    • Review and sign off Infrastructure Programme Implementation Plans.
    • Review and sign off Project Execution Plans.
    • Monitor project performance, implementation and compliance.

    Contract & Financial Management

    • Review and recommend variation orders in accordance with contract-management and financial procedures.
    • Use relevant software applications and project-management tools.
    • Ensure projects comply with financial, contractual and operational requirements.

    Quality, Safety & Compliance

    • Manage compliance with Occupational Health and Safety requirements.
    • Ensure appropriate quality-assurance standards are maintained.
    • Monitor changes in legislation, policies and standards affecting the health infrastructure sector.
    • Update departmental infrastructure policies based on research, technological developments and institutional changes.

    Research & Professional Development

    • Conduct research and literature reviews on new technologies and infrastructure solutions.
    • Investigate the viability and feasibility of geographical information management options.
    • Engage with relevant professional development boards and councils.
    • Study professional journals and publications to remain informed of industry developments.
    • Participate in continuous professional development activities.
    • Interact with relevant professional bodies and councils.

    Ideal Candidate

    The position is suited to a professionally registered construction project manager with strong infrastructure-management experience, knowledge of government procurement and construction legislation, and the ability to manage complex public-sector infrastructure projects from planning through implementation.
