Job Description
The Chief Financial Officer (CFO) is responsible for providing strategic leadership and overall management of all financial functions within the department. The role focuses on ensuring sound financial governance, compliance with public sector regulations, and effective use of resources to support service delivery and infrastructure development.
The CFO oversees budgeting, financial planning, reporting, supply chain financial oversight, and asset management, ensuring alignment with government priorities and legislative frameworks.
Salary Package Breakdown

Minimum Requirements
- Bachelor’s Degree / Advanced Diploma (NQF Level 7) in:
- Accounting
- Financial Management
- Commerce / Economics or related field
- Experience:
- Minimum 10 years in financial management
- At least 5 years at senior management level
- Certifications:
- Nyukela Pre-Entry Certificate (required before appointment)
- Other:
- Valid driver’s license

Key Responsibilities
1. Strategic Financial Management
- Lead financial strategy aligned with government priorities
- Support service delivery and infrastructure plans
2. Budgeting & Expenditure Control
- Manage MTEF budgeting process
- Monitor spending and prevent irregular expenditure
3. Financial Reporting
- Oversee monthly, quarterly, and annual financial statements
- Ensure compliance with GRAP and PFMA
4. Supply Chain Oversight
- Ensure fair and transparent procurement processes
- Manage financial risks in contracts and acquisitions
5. Asset & Infrastructure Finance
- Oversee financial management of assets and infrastructure projects
- Monitor capital and maintenance budgets
6. Risk & Compliance
- Strengthen internal controls
- Manage irregular, fruitless, and wasteful expenditure
7. Audit & Governance
- Coordinate audit processes (Internal Audit & Auditor-General)
- Implement audit action plans
8. Leadership & Management
- Lead Finance Department staff
