    Position Purpose

    The Deputy Director: Labour Centre Operations is responsible for managing labour centre operations, overseeing service delivery programmes, coordinating stakeholder engagement, implementing service improvement initiatives, and ensuring effective management of human, financial, and operational resources in line with the mandate of the Department of Employment and Labour.

    Key Responsibilities

    Service Delivery Management

    • Manage labour centre service delivery programmes and operations.
    • Ensure achievement of departmental service delivery objectives.
    • Improve accessibility and quality of labour market services.
    • Monitor service standards and performance indicators.
    • Implement service delivery improvement initiatives.

    Stakeholder and Intergovernmental Relations

    • Represent the Department at stakeholder forums and meetings.
    • Participate in interdepartmental structures and government initiatives.
    • Engage with municipalities and provincial stakeholders.
    • Support implementation of the District Development Model (DDM).
    • Build and maintain strategic partnerships.

    Operational Management

    • Manage daily operations of the Labour Centre.
    • Ensure effective implementation of departmental policies and procedures.
    • Monitor operational performance and compliance.
    • Coordinate labour market services and programmes.

    Human Resource Management

    • Manage and supervise staff within the Labour Centre.
    • Monitor staff performance and productivity.
    • Facilitate employee development and training.
    • Promote sound labour relations and staff well-being.

    Financial Management

    • Manage labour centre budgets and expenditure.
    • Ensure compliance with:
      • Public Finance Management Act (PFMA)
      • Treasury Regulations
      • Supply Chain Management policies
    • Monitor financial performance and resource utilisation.

    Asset and Resource Management

    • Manage departmental assets and resources.
    • Ensure proper utilisation and safeguarding of assets.
    • Monitor procurement and resource allocation processes.

    Monitoring and Evaluation

    • Monitor programme implementation and outcomes.
    • Compile operational reports and performance statistics.
    • Evaluate service delivery effectiveness.
    • Recommend corrective actions where necessary.

    Minimum Requirements

    Qualifications

    Applicants must possess one of the following:

    • Three-year National Diploma (NQF Level 6), or
    • Bachelor’s Degree (NQF Level 7)

    In one of the following fields:

    • Financial Management
    • Accounting

    • Social Sciences
    • Engineering Sciences
    • Public Administration

    OR

    • Three-year Legal Qualification

    Experience

    • Minimum 5 years relevant experience, including:
      • 2 years at Assistant Director level.
      • 3 years functional experience in labour market operations or service delivery environments.
