    Job Description

    The successful candidate will be responsible for managing and coordinating acquisition and procurement activities within the Department. The role involves ensuring that the procurement of goods, services and works complies with applicable bidding regulations and Supply Chain Management legislation.

    The Assistant Director will oversee bidding and quotation processes, monitor turnaround times, support the Departmental Bid Adjudication Committee, manage compliance and deviations, provide training and contribute to audit and risk management activities.

    Key Responsibilities

    • Ensure procurement of goods, services and works complies with applicable bidding regulations.
    • Manage and coordinate the advertising and issuing of bid documents.
    • Facilitate and coordinate quotation processes for the Corporate Office and other facilities when required.
    • Monitor turnaround times for the conclusion of bids and quotations.
    • Provide secretariat services to the Departmental Bid Adjudication Committee when required.
    • Perform supervisory and staff management functions.
    • Check compliance of all deviation requests submitted by end-users.
    • Provide training to staff and end-users on acquisition management processes.
    • Develop and regularly update the Risk Register for Acquisition Management.
    • Provide inputs for quarterly Audit Committee reports.
    • Develop and monitor the implementation of the Audit Action Plan.
    • Ensure procurement processes are properly managed and aligned with relevant legislation and departmental policies.

    Requirements

    Qualification

    • An undergraduate Bachelor of Commerce (BCom) in Supply Chain Management or an equivalent qualification at NQF Level 7, recognised by SAQA.

    Experience

    • Three years’ experience in Supply Chain Management at supervisory level.

    Knowledge

    Candidates should have knowledge of:
