The DTM must:
- Represent current landfill conditions.
- Capture existing topography accurately.
- Support volume calculations.
- Enable future monitoring and comparison exercises.
Survey Technology
Expected technologies may include:
- Drone photogrammetry
- UAV mapping systems
- GPS survey equipment
- Geospatial modelling software
- GIS applications
3. Airspace Calculation
Determine:
Remaining Available Airspace
The consultant must:
- Confirm landfill boundaries.
- Verify approved design levels.
- Assess licensed waste disposal areas.
- Calculate remaining disposal capacity.
Where waste licence restrictions exist, calculations must align with:
- Environmental Authorisations
- Waste Management Licences
- Approved landfill designs
4. Verification of Licensed Restrictions
The service provider must:
Review Regulatory Documentation
Including:
- Waste licences
- Environmental approvals
- Landfill design documentation
- Operational permits
The objective is to establish:
- Maximum permitted landfill dimensions.
- Final approved filling levels.
- Remaining legal disposal capacity.
5. Waste Density Analysis
Analyse:
Waste Tonnage versus Volume
The consultant must:
- Correlate incoming waste tonnage with occupied volume.
- Calculate in-situ waste density.
- Determine compaction efficiency.
- Assess landfill performance.
Data sources may include:
- Weighbridge records.
- Manual waste tally sheets.
- Historical disposal records.
6. Historical Trend Analysis
Where historical survey data is available, the consultant must:
Compare Current and Previous Surveys
To determine:
- Annual volume accumulation.
- Airspace consumption rates.
- Landfill growth patterns.
- Remaining operational lifespan.
7. Capacity Forecasting
Where historical surveys are unavailable:
Predict Future Capacity
Using:
- Waste generation data.
- Disposal trends.
- Density calculations.
- Operational assumptions.
Forecasts should estimate:
- Remaining site lifespan.
- Future airspace requirements.
- Expected closure timelines.
8. Landfill Profile Sections
The consultant must prepare:
Engineering Profile Drawings
Showing:
- Existing landfill levels.
- Final approved levels.
- Remaining airspace.
- Waste depth variations.
These profiles will assist the municipality in operational planning.
9. Optimisation Recommendations
Provide recommendations regarding:
Landfill Management Improvements
Including:
- Improved filling sequences.
- Compaction optimisation.
- Airspace conservation.
- Operational efficiency enhancements.
The aim is to maximise landfill lifespan and available capacity.
Technical Requirements
The appointed service provider must demonstrate capability in:
Photogrammetry
Including:
