Tender Objective
The objective of this tender is to appoint a qualified service provider to compile GRAP-compliant Annual Financial Statements (AFS) for the 2025/2026 financial year for Nala Local Municipality.
The work includes ensuring financial accuracy, correcting prior-year errors, preparing audit-ready financial statements, and transferring skills to municipal staff.
Scope of Work
The appointed service provider will be responsible for:
Financial Statement Compilation
- Reviewing and compiling the 2025/26 Annual Financial Statements (AFS)
- Ensuring compliance with GRAP standards
- Preparing audit-ready financial reports
Financial Corrections & Adjustments
- Identifying and correcting prior period errors
- Adjusting misallocations and disclosure errors
- Reviewing trial balance accuracy
- Preparing adjusting journals where required
Audit Preparation & Support
- Preparing audit files aligned with National Treasury requirements
- Responding to Auditor-General audit queries
- Making necessary corrections during audit process
- Ensuring compliance with audit timelines
Reporting Deliverables
- Draft AFS submission: 15 August 2026
- Final AFS submission: 31 August 2026
Capacity Building
- Training municipal staff
- Skills transfer through workshops and mentoring
- Documentation handover for internal capacity development
Technical Requirements
The service provider must:
- Compile GRAP-compliant financial statements for local government
- Prepare audit files according to National Treasury standards
- Use CaseWare software (provided by municipality)
- Correct prior period financial errors
- Support Auditor-General audit processes
- Deliver structured skills transfer programme
Skills and Experience Requirements
Professional Expertise
- Proven experience in GRAP financial statement compilation (minimum 5 years)
- Experience in local government financial reporting
- Knowledge of MFMA, GRAP, and mSCOA frameworks
Team Requirements
- Senior team member:
- SAICA / SAIPA / AGA(SA) or equivalent registration
- Experience in audit support and financial reporting
- At least 2 accountants:
- Minimum 4 years’ experience
- Registered with professional accounting bodies
