    The Deputy Director oversees the salary administration and transfer payments functions within the department. This senior management role ensures compliance with financial policies and legislation, manages expenditure, oversees accounting and debt management, and supervises staff to ensure accurate and efficient financial operations.

     Job Description

    This position is responsible for the management, monitoring, and development of policies and processes for salaries, transfers, and related financial functions. The Deputy Director ensures compliance with PFMA, Treasury Regulations, and departmental procedures while providing leadership to the salary and transfer payment teams.

     Key Responsibilities

     Financial Management & Administration

    • Oversee salary administration and transfer payments sub-directorates

    • Monitor and implement policy and legislative frameworks, ensuring compliance with new developments

    • Manage expenditure for compensation, goods and services, transfers, and subsidies

    • Oversee debt management and financial reporting

    • Provide accounting services, including ledgers, journals, and interim/annual financial statements

     Leadership & Staff Management

    • Supervise, allocate, and ensure quality of work for staff

    • Develop personnel through mentoring and performance management

    • Ensure operational efficiency and adherence to financial policies

     Policy & Process Development

    • Develop, review, and maintain departmental policies and processes related to salary and transfer payments

    • Implement effective internal controls to optimize efficiency and compliance

     Minimum Requirements

     Qualifications

    • Relevant tertiary qualification in Financial Management at NQF Level 6

     Experience

    • Minimum 3 years relevant experience in Financial Accounting at supervisory/management (ASD) level

     Knowledge & Skills

    • Extensive knowledge of Public Finance Management Act (PFMA) and Treasury Regulations

    • Knowledge of BAS (Basic Accounting System) and PERSAL

    • Understanding of salary payroll management

    • Valid driver’s license
