    Tender Overview

    Development Bank of Southern Africa invites qualified contractors to submit proposals for the construction of Western Holding Primary School on behalf of the Free State Department of Education.

    The project aims to deliver safe, functional, and standards-compliant educational infrastructure while promoting local economic development, skills transfer, and sustainable community benefits.

     Project Objectives

    • Construct a fully functional primary school including classrooms, media center, administration blocks, and ablution facilities
    • Ensure compliance with health, safety, environmental, and quality standards
    • Promote local employment, skills development, and subcontracting targets (minimum 30% local subcontracting)
    • Align with government priorities such as EPWP and BBBEE compliance
    • Facilitate sustainable community development through training, employment, and enterprise development

     Scope of Work

    • Construction of new classrooms, media centers, admin blocks, ablution facilities
    • Earthworks, site clearance, paving, access roads, and relocation of existing services
    • Installation of engineering services: water, sanitation, electrical, stormwater management, and plumbing
    • Compliance with local content and subcontracting requirements
    • Management of environmental impact, traffic, waste disposal, and health & safety protocols
    • Coordination with authorities, subcontractors, and multidisciplinary teams

     Technical Requirements

    • Compliance with SANS 2001 and SANS 1921 series standards
    • Use of approved construction materials: face brick, plaster, paint, aluminium windows, roofing, sanitary fixtures
    • Reinforced strip footings, ground slabs, masonry walls, timber roofing, structural elements
    • Stormwater, sewer, water reticulation, fire safety, electrical and plumbing installations
    • Site-specific environmental, traffic, and waste management plans
    • Adherence to technical drawings and engineering specifications

     Skills & Experience Required

    • Proven experience in primary school or public infrastructure construction
    • Capacity to employ and train skilled and semi-skilled local labour
    • Engagement of BBBEE-compliant subcontractors and SMMEs
    • Effective site management, record-keeping, and safety compliance
    • Ability to interpret technical drawings and coordinate multiple subcontractors
    • Capacity for skills transfer and sustainable local development
