Job Description
The Chief Personnel Officer is responsible for managing and overseeing Human Resources (HR) functions within the provincial office of the Department of Employment and Labour.
The role focuses on recruitment and selection processes, employee benefits administration, salary and payroll monitoring, HR policy implementation, and termination processes. The position also involves supervising HR staff and ensuring compliance with labour legislation and public service regulations.
This is a supervisory HR role that ensures efficient and compliant human resource service delivery within the department.
Responsibilities
Recruitment and Staffing
- Monitor recruitment and selection processes
- Ensure fair and compliant hiring procedures
- Support workforce planning and staffing needs
Employee Benefits Administration
- Facilitate processing and approval of service benefits
- Monitor employee benefit-related processes
- Ensure compliance with HR policies and procedures
Termination and Employee Lifecycle Management
- Oversee termination of services processes
- Ensure correct HR procedures are followed during exits
- Maintain accurate employee records
HR Policy and Compliance
- Monitor implementation of HR policies
- Ensure compliance with:
- Public Service Act
- Public Service Regulations
- Labour legislation
- Departmental policies
- Apply Batho Pele principles in HR service delivery
Payroll and Salary Monitoring
- Monitor payment of salaries
- Ensure accuracy and compliance in payroll-related processes
Resource Management
- Manage all resources within the HR section
- Supervise HR staff and operations
- Ensure effective administration of HR systems
Requirements
Educational Requirements
- A three-year tertiary qualification in:
- Human Resources Management
Experience Requirements
- 1–2 years supervisory experience in Human Resources Management Services
