Purpose of the Role
To ensure financial compliance, accurate accounting practices, and capacity building across provincial departments by implementing Treasury regulations, monitoring financial systems, and strengthening accounting governance.
Key Duties and Responsibilities
Training & Capacity Building
- Coordinate and deliver training across provincial departments
- Strengthen financial management capacity within government institutions
- Promote compliance with accounting standards and procedures
Policy & Compliance Implementation
- Compile instruction notes, guidelines, and procedure manuals
- Ensure implementation of National Treasury prescripts
- Support enforcement of Provincial Treasury regulations
Financial Monitoring & Verification
- Compile and consolidate KCM (Key Control Measures) assessments and reports
- Verify accuracy of financial accounting information
- Evaluate asset and liability reporting compliance
Systems & Financial Controls
- Monitor compliance with financial systems such as BAS
- Assess new financial systems for compliance with norms and standards
- Verify delegations and financial authority structures
Banking & Administrative Functions
- Ensure proper implementation of provincial banking arrangements
- Maintain financial management information systems
Resource Management
- Manage resources within the division
- Ensure efficient and effective service delivery
Minimum Requirements
- Degree in Financial Accounting or equivalent (NQF Level 7)
- Accounting as a major subject
- Minimum 3 years’ experience in an accounting environment

- Public Finance Management Act (PFMA)

- National Treasury Instruction Notes
- Financial system BAS (Basic Accounting System)
