Tender Overview
The Department of Public Works and Infrastructure invites qualified service providers to submit quotations for the provision of comprehensive cleaning services at a Magistrate Office for a period of 36 months.
The successful contractor will be responsible for maintaining a clean, hygienic, and safe working environment by providing trained personnel, cleaning equipment, consumables, supervision, and quality assurance in accordance with government standards and contractual requirements.
Scope of Work
The appointed service provider will be responsible for cleaning and maintaining:
- Offices and administrative areas
- Meeting and boardrooms
- Hallways and corridors
- Kitchens and kitchenettes
- Toilets and ablution facilities
- Interior and exterior windows, including high-rise windows
- Floors of various surface types
- Furniture and office equipment
- Interior walls and ceilings
- Stairways
- Elevators
- Parking areas
- Other designated areas within the Magistrate Office
Key Responsibilities
The successful bidder will:
- Deliver daily, weekly, and monthly cleaning services according to the contract specifications.
- Supply all cleaning staff required for the contract.
- Provide cleaning equipment, machinery, tools, and consumables.
- Supply SABS-approved cleaning chemicals and hygiene products.
- Maintain all cleaning equipment throughout the contract period.
- Conduct regular quality inspections and supervision of cleaning services.
- Ensure compliance with Occupational Health and Safety (OHS) legislation.
- Provide Personal Protective Equipment (PPE) and safety signage.
- Conduct risk assessments and incident reporting where necessary.
- Participate in site inspections and contract meetings.
- Ensure compliance with labour legislation and fair employment practices.
- Deliver services during the prescribed working hours of Monday to Friday, 07:00 to 15:30.
Technical Requirements
Service providers must demonstrate the ability to:
- Deliver cleaning services according to the required standards and service levels.
- Supply specialised cleaning machinery, including:
- High-rise window cleaning equipment
- Carpet cleaning machines
- Supply approved cleaning chemicals, disinfectants, toilet paper, and consumables.
- Maintain all equipment in good working condition.
- Implement quality control, reporting, and supervision systems.
- Comply with health, safety, environmental, and labour legislation.
Skills and Experience Requirements
Interested bidders should have:
- Proven experience providing cleaning services for government departments or similar institutions.
- Knowledge of Occupational Health and Safety (OHS) and environmental legislation.
- Experience operating specialised cleaning equipment.
- Strong supervisory and staff management skills.
- Ability to conduct risk assessments and manage PPE compliance.
- Good communication and reporting skills.
- Understanding of procurement processes, B-BBEE requirements, and contractual compliance.
