Tender Overview
Maluti-a-Phofung Local Municipality invites qualified service providers to form a panel of three (03) contractors to provide repairs, servicing, and maintenance of traffic lights across the municipality for a period of three years.
The purpose of appointing a panel is to ensure:
Service continuity
Quick response to breakdowns
Redundancy and reliability
Efficient management of traffic signal infrastructure
The appointed service providers will be responsible for maintaining the operational efficiency and safety of traffic signal systems within municipal boundaries.
Tender Description
The successful bidders (three panel members) will provide:
Traffic Light Repairs
Fault finding and diagnostics
Replacement of signal heads, LED modules, controllers, wiring, and related components
Repair of damaged poles and fittings
Restoration of non-functional intersections
Servicing & Preventative Maintenance
Routine inspections
Cleaning and testing of signal equipment
Checking controller settings and timing
Preventative replacement of worn components
Ensuring compliance with road traffic and electrical standards
Emergency Maintenance
Rapid response to outages
Repairs following vandalism or accidents
Temporary solutions to restore traffic flow where required
Technical Requirements
Bidders must provide:
CIDB Grading: 03 EP or higher
Company profile detailing experience
Active Central Supplier Database (CSD) registration
Valid Company Registration Certificate (CRC)
Valid SARS Tax PIN
Municipal rates and taxes clearance (not in arrears for more than 3 months)
Properly completed supplementary/MBD forms
Indexed bid submission
For JV/sub-contracting:
Separate TCS/PIN/CSD for each party
Failure to comply may result in disqualification.
Skills & Experience Requirements
Applicants must demonstrate:
Experience in traffic signal maintenance
Technical expertise in electrical systems and traffic controllers
Knowledge of LED traffic lighting systems
Compliance with safety and road traffic standards
Capacity to provide 24/7 or emergency response (if required)
Experience working with municipal infrastructure
Objective of the Project
Ensure reliable and safe traffic signal operations
Reduce downtime of traffic lights
Improve road safety and traffic flow
Maintain municipal infrastructure standards
Provide long-term maintenance stability through panel system
