Job Purpose
The Senior Human Resource Officer is responsible for supervising and coordinating Human Resource Administration functions within the hospital. The role focuses on recruitment and selection, appointments, employee benefits administration, conditions of service, performance management, PERSAL administration, HR reporting, and staff supervision.
The successful candidate will ensure that HR processes comply with Public Service legislation, departmental policies, and prescribed procedures while providing efficient HR support to management and employees.
Minimum Requirements
Educational Qualifications
- Senior Certificate (Grade 12).
- Diploma in Human Resource Management or a related qualification at NQF Level 6, recognized by South African Qualifications Authority.
Experience
- Minimum 3 years’ experience in a Human Resource environment.

Key Duties and Responsibilities
1. Recruitment and Selection Administration
Manage and supervise HR provisioning processes including:
- Recruitment and selection activities.
- Advertising and filling of vacant posts.
- Processing appointments.
- Transfers and employee movements.
- Absorption processes.
- Verification of qualifications.
- Administration of probationary periods.
- Secretariat support during interview processes.
- Compliance with recruitment policies and procedures.
2. Conditions of Service Administration
Administer and monitor employee conditions of service including:
- Leave administration.
- Housing benefits.
- Medical aid administration.
- Injury on Duty (IOD) benefits.
- Long Service Recognition awards.
- Overtime administration.
- Relocation benefits.
- Pension administration.
- Employee allowances.
- Other employee service benefits.
3. Termination of Service Administration
Coordinate and process:
- Resignations.
- Retirements.
- Dismissals.
- Death-in-service cases.
- Exit administration processes.
- Final benefits administration.
- Employee record updates.
4. PERSAL Administration
- Process and recommend PERSAL transactions according to approved delegations.
- Ensure accurate employee information on PERSAL.
- Verify HR transactions before approval.
- Maintain data integrity within the system.
- Ensure compliance with PERSAL procedures and controls.
5. Performance Management Administration
- Coordinate Performance Management and Development System (PMDS) activities.
- Monitor submission of performance agreements.
- Support performance reviews and assessments.
- Ensure compliance with PMDS policies and timelines.
- Maintain performance management records and reports.
6. HR Reporting and Statistics
- Prepare HR management reports.
- Compile personnel statistics.
- Analyse HR information.
- Produce workforce and establishment reports.
- Support management decision-making through accurate reporting.
- Maintain HR databases and records.
7. HR Advisory and Support Services
- Respond to HR administration enquiries.
- Provide guidance on HR policies and procedures.
- Assist managers and employees with HR-related matters.

8. Staff Supervision and Development
- Allocate duties and responsibilities to subordinate staff.
