Job Purpose
The Labour Relations Officer is responsible for promoting sound employer-employee relations within the Department by managing misconduct cases, grievances, disputes, disciplinary processes, and labour relations interventions. The role provides professional advice to management on labour legislation and employee relations matters while ensuring compliance with Public Service labour relations frameworks and applicable legislation.
The successful candidate will contribute to maintaining harmonious labour relations, minimizing workplace conflict, and ensuring fair and lawful employment practices.
Minimum Requirements
Educational Qualifications
A recognized three-year Degree or Diploma in:

Key Duties and Responsibilities
1. Misconduct Case Management
- Handle misconduct cases in accordance with applicable legislation and policies.
- Investigate alleged misconduct.
- Assist with disciplinary processes and procedures.
- Ensure compliance with disciplinary codes and collective agreements.
- Monitor progress of disciplinary matters.
- Maintain records of disciplinary cases.
- Ensure procedural and substantive fairness.
2. Grievance Management
- Receive and process employee grievances.
- Facilitate grievance resolution processes.
- Advise employees and management regarding grievance procedures.
- Monitor implementation of grievance outcomes.
- Ensure grievances are resolved within prescribed timeframes.
- Maintain grievance records and reports.
3. Dispute Resolution
- Handle labour disputes in accordance with relevant legislation and resolutions.
- Facilitate resolution of workplace disputes.
- Assist management in responding to labour disputes.
- Coordinate dispute management processes.
- Monitor dispute outcomes and compliance requirements.
4. Labour Relations Advisory Services
- Provide professional advice to management on labour relations matters.
- Interpret labour legislation and policies.
- Guide managers on disciplinary and grievance procedures.
- Advise on appropriate corrective and preventative actions.
- Assist in minimizing unfair labour practices.
- Promote compliance with labour legislation.
5. Employee Relations Information Management
- Capture information relating to:

- Ensure proper record keeping and confidentiality.
- Generate employee relations reports and statistics.
6. Secretariat and Committee Support
- Provide secretariat services to Institutional Consultative Committees.
- Arrange meetings and prepare agendas.
- Compile meeting packs and supporting documentation.
- Record minutes and decisions.
- Distribute minutes and action items.
- Follow up on implementation of committee resolutions.
7. Reporting and Administration
- Compile labour relations reports.
- Maintain case files and documentation.

- Monitor compliance with labour relations procedures.
- Maintain labour relations registers and databases.
