The Environmental Officer: Compliance Monitoring will form part of the compliance and enforcement team within DESTEA, responsible for monitoring, auditing, and ensuring adherence to environmental legislation. The successful candidate will coordinate compliance inspections, verify environmental reports, and support enforcement processes to address environmental transgressions. This role requires extensive collaboration with municipalities, national entities, and law enforcement authorities to strengthen environmental governance across the province.

DESTEA’s Environmental Management Directorate plays a key role in compliance monitoring, enforcement, waste management, and environmental impact assessment, ensuring that development activities align with national and provincial laws while protecting natural resources for future generations.
Minimum Requirements

A Bachelor’s Degree in Environmental Science, Environmental Management, Geography, or a related field (SAQA-recognised).

At least 1 year of experience in environmental management.

Knowledge of government regulations and environmental legislation is essential.

Strong computer literacy (MS Office Suite and reporting systems).

A valid driver’s license.

The following will be considered an advantage:

Experience in Section 24G applications (rectification of unlawful environmental activities).

Experience in handling Environmental Impact Assessment (EIA) applications.

Registration as at least a Candidate Environmental Assessment Practitioner (EAP) with EAPASA.

Key Duties & Responsibilities
-
Compliance Monitoring & Inspections:
-
Plan, coordinate, and conduct environmental compliance inspections and audits.
-
Monitor and verify compliance reports submitted by industries, municipalities, and other stakeholders.
-
Recommend corrective actions and follow-up inspections where non-compliance is identified.

Enforcement & Investigations:
-
Participate in investigations of environmental complaints and transgressions.
-
Draft and issue administrative notices, directives, and recommendations for enforcement action.

Assist in determining whether enforcement measures should be administrative, civil, or criminal.
-
Collaborate with enforcement partners, including the NPA, SAPS, DWS, and local municipalities.

Participate in environmental law enforcement operations, subject to designation as an Environmental Management Inspector (EMI).

Capacity Building & Awareness:
-
Facilitate compliance awareness workshops, promoting environmental rights and justice.

Support the Environmental Education and Awareness unit in promoting best practices.
-
Contribute to the Environmental Impact Assessment (EIA) committee by providing compliance insights for informed decision-making.

Emergency Response:
-
Attend to environmental emergencies reported to the department within legislated timeframes.

Provide technical support in resolving urgent environmental risks.
