    Assistant Director: Demand Management REF NO: FSPT 024/25

    The Free State Provincial Treasury plays a central role in driving good governance and efficient resource allocation across provincial departments. As part of its commitment to enhancing procurement planning and regulatory compliance, the department is looking to appoint a proactive and analytical individual to the position of Assistant Director: Demand Management. This role involves procurement planning, supplier database management, and ensuring adherence to procurement laws and frameworks.

    Responsibilities:

    • Coordinate, research, analyze, and plan the procurement needs of the department.

    • Collect and compile information for the Annual Procurement Plan.

    • Supervise and compile tender and quotation specifications in line with procurement requirements.

    • Develop, implement, and maintain the department’s supplier database.

    • Supervise team members to deliver efficient demand management services.

    • Undertake administrative tasks related to financial and human resource functions within the unit.

    Qualifications:

    • A relevant Degree or Advanced Diploma (NQF Level 7) in Supply Chain Management, Public Administration, Management, Financial Management, or an equivalent qualification.

    • Minimum of 3 years’ experience in a Supply Chain Management environment.

    • Sound knowledge of:

      • Public Finance Management Act (PFMA)

      • Supply Chain Management Regulations

      • Preferential Procurement Policy Framework Act (PPPFA) and associated regulations

      • Broad-Based Black Economic Empowerment Act (BBBEEA)

    • Strong skills in:

      • Presentation and report writing

      • Communication and numeracy

      • Research methodology and problem-solving

    • Computer literacy is required.

    Benefits:

    • R468 459 per annum (Level 09), basic salary.
