Objective
Appoint a service provider to locate cable faults on an as-and-when-required basis for 36 months, ensuring rapid detection and minimal service disruptions.
Scope of Work
- Cable Fault Detection:
- Use Time Domain Reflectometry (TDR), Fault Locators, and Acoustic Detection for fault identification.
- Fault Tracing and Location:
- Precisely locate faults for efficient repairs and minimal disruption.
- Reporting:
- Provide detailed diagnostic reports, including fault location and recommended repair actions.
- Emergency Response:
- Rapidly attend to urgent cable faults across the municipality.
- Routine Maintenance Support:
- Assist with scheduled fault detection and maintenance activities.
- Site Variability:
- Service delivery must be flexible, covering underground and overhead cables across multiple municipal sites.
Technical Requirements
- Comply with SANS standards for electrical cables and installations:
- SANS 1507, 1080, 60502, 701, 10142, 475:2006, 60269-14:2006, 62053-52:2006
- Conduct testing for performance, insulation, and safety compliance.
- Demonstrate accuracy in fault detection and prompt service response.
- Provide documentation for each fault location and repair recommendation.
Skills & Personnel Requirements
- 2 x Cable Test Technicians:
- National Diploma or Degree in Electrical Engineering
- ≥3 years’ experience in electrical testing, cable fault location, or maintenance
- Experience with underground and overhead cables
- CVs must be provided
- Project Manager:
- Relevant qualifications and experience managing cable fault projects
- Experienced in coordinating fault detection and reporting
- SHEQ Officer:
- National Diploma in Health and Safety
- ≥2 years’ experience in safety-related roles
- CV must be submitted
- Additional Requirements:
- Public liability insurance ≥ R500,000
- Proof of company registration, tax clearance, relevant certifications, and references from previous similar projects
