    Job Overview

    The Provincial Regulatory Entity (PRE) is an advisory body appointed in terms of the National Land Transport Act (NLTA) No. 5 of 2009 and the Free State Public Transport Act. The PRE provides strategic oversight, governance support, and regulatory guidance to the Accounting Officer and the MEC for the Department of Community Safety, Roads and Transport.

    Members of the PRE play a critical role in strengthening governance, improving public transport regulation, enhancing road safety, and ensuring that operating licensing and transport systems within the Free State Province are efficient, compliant, and sustainable.

     Key Responsibilities

    Governance, Oversight & Advisory Role

    • Serve as an advisory entity to the Accounting Officer and the MEC in line with the NLTA and Free State Public Transport Act.

    • Review and assess the effectiveness of departmental governance processes, risk management systems, and internal controls.

    • Evaluate the quality, integrity, and reliability of financial and management information.

    Operating Licensing & Regulatory Oversight

    • Review coordination of operating licensing activities to ensure full coverage and effective use of licensing resources.

    • Support and guide the Director: Operating Licensing in ensuring compliance with legislative and regulatory requirements.

    • Ensure public transport motor vehicles and services comply with the NLTA and FSPTA.

    Risk Management & Audit Oversight

    • Review significant findings and recommendations from internal and external audits, including management responses.

    • Provide recommendations to strengthen the overall control environment.

    • Oversee information systems, programme management, and security controls.

    Service Delivery & Public Interest

    • Contribute to improving service delivery related to road safety, regulated public transport, and integrated transport systems.

    • Promote sustainable community safety through monitoring and assessment of public transport modes across the Free State.

    • Ensure transport services are delivered efficiently, economically, and effectively in the public interest.

    Job Requirements

    Qualifications

    • A postgraduate degree or equivalent qualification in one of the following fields:

      • Accounting

      • Internal Auditing

      • Risk Management

      • Information Technology

      • Law

      • Transport & Logistics

    Experience

    • Minimum of 10 years’ relevant experience in both the public and private sectors.

    • Proven knowledge and application of the National Land Transport Act (NLTA) No. 5 of 2009.

    • Technical knowledge of applicable prescripts, regulations, and governance frameworks.
