Job Overview
The Deputy Director-General (DDG): Clinical Health Services is a senior executive leadership position responsible for providing strategic direction, oversight, and management of all clinical health services within the Free State Department of Health. The role ensures the effective delivery of comprehensive, integrated, and high-quality healthcare services across the province, in alignment with national health policies, departmental priorities, and governance frameworks.
The DDG plays a key role in strengthening health systems, overseeing hospital and district health services, implementing National Health Insurance (NHI), and ensuring sound corporate and clinical governance.
Key Responsibilities
Strategic Leadership & Health Services Oversight
Provide strategic direction and leadership for clinical health services and related support programmes.
Oversee the planning, coordination, and delivery of health programmes across the province.
Ensure alignment of clinical services with national and provincial health policies and priorities.
Hospital & District Health Services Management
Oversee and manage district health services and district hospital services.
Oversee the management of central hospital services.
Oversee and manage specialised and tertiary hospital services.
Ensure equitable access to quality healthcare services across all levels of care.
National Health Insurance (NHI) Implementation
Monitor and oversee the implementation of National Health Insurance initiatives within the province.
Ensure readiness of health facilities and systems to support NHI objectives.
Governance & Compliance
Implement and maintain systems for good corporate governance and clinical governance.
Ensure compliance with legislative, regulatory, and policy frameworks governing healthcare services.
Promote accountability, transparency, and ethical leadership.
Resource Management
Oversee and manage human, financial, and physical resources.
Ensure efficient and effective utilisation of budgets, assets, and healthcare infrastructure.
Strengthen capacity within clinical and support services.
Job Requirements
Qualifications
Qualification at NQF Level 8 recognised by SAQA.
Postgraduate degree in Health Management or a related health profession.
SMS Pre-Entry Certificate (Nyukela) required prior to appointment (or proof of registration).
Experience
Minimum of 8 years’ experience at a senior managerial level.
Proven experience in managing healthcare services and health systems.
Demonstrated track record in strategic, operational, and financial management within a healthcare environment.
Inherent Job Requirements
Valid driver’s licence.
Willingness to travel extensively across the province.
