    Purpose 

    To appoint a qualified service provider to deliver random drug testing, post-incident drug testing, and awareness training across Transnet Rail Infrastructure Manager (TRIM) facilities nationwide for a period of three years.

    The contract aims to:

    • Promote a safe and drug-free work environment

    • Ensure compliance with Occupational Health & Safety standards

    • Provide nationwide drug testing and awareness training on an as-and-when-required basis

    Scope of Work

    The service provider will be responsible for:

    1. Drug Testing Services

    • Conduct random drug testing across TRIM depots and sub-depots.

    • Conduct post-incident drug testing within stipulated timeframes.

    • Perform urine screening and confirmatory laboratory testing for substances such as:

      • Cocaine

      • Opiates

      • PCP

      • Others as specified

    2. Awareness Training

    • Deliver drug awareness training to employees, contractors, and relevant staff.

    • Training topics include:

      • Drug abuse risks

      • Workplace safety and compliance

      • TRIM policies and procedures

      • Reporting and support mechanisms

    3. Sample Management

    • Manage sample collection and chain of custody to ensure legal defensibility.

    • Ensure accurate documentation, reporting, and confidentiality.

    • Provide test results within required turnaround times.

    4. Waste Management

    • Implement waste management protocols for medical and hazardous waste generated during testing.

    • Ensure compliance with health & environmental regulations.

    Technical Requirements

    The service provider must:

    • Use SANAS-accredited laboratories for confirmatory testing (GC-MS).

    • Provide saliva-based drug screening equipment that detects at least six specified drugs.

    • Ensure turnaround time for laboratory confirmation results within 48–96 hours.

    • Provide qualified registered nurses for sample collection and testing.

    • Maintain a documented chain of custody process.

    • Provide evidence of compliance with:

      • Occupational Health & Safety Act (85 of 1993)

      • Relevant environmental and safety regulations

    • Allow access for railway safety reviews and inspections.

    Skills & Competency Requirements

    Tenderers must demonstrate:

    • Proven experience in drug testing and laboratory confirmation

    • National operational capability across multiple sites

    • Qualified nursing staff and trained testing personnel

    • Project management ability for nationwide scheduling and reporting

    • SANAS accreditation or equivalent certification

    • Strong data confidentiality and legal compliance systems

    • Experience in medical waste management
