    Job Overview:

    • The Department of Public Works is seeking a highly experienced and qualified Director: Supply Chain Management to lead and manage the strategic and operational aspects of supply chain services at the Bloemfontein Regional Office. The incumbent will ensure compliance with financial legislation, oversee procurement planning, manage the demand and acquisition processes, monitor contract performance, and provide leadership to the SCM directorate.
    • This is a senior management position offering a comprehensive all-inclusive remuneration package and requires a candidate with extensive public sector SCM experience, strong leadership skills, and a solid understanding of financial and procurement frameworks.

    Key Responsibilities:

    • Develop, implement, and monitor SCM guidelines, policies, standards, and strategies in line with national regulations.

    • Ensure compliance with the Public Finance Management Act (PFMA), National Treasury regulations, Preferential Procurement Policy Framework Act (PPPFA), and other relevant prescripts.

    • Lead the demand management process including procurement planning, specification development, and needs analysis.

    • Manage the acquisition process including bid administration, evaluation, and adjudication.

    • Oversee the establishment and functioning of the Bid Specification, Bid Evaluation, and Sub-Bid Adjudication Committees, and chair meetings.

    • Ensure the proper use of the Central Supplier Database (CSD) during procurement processes.

    • Monitor supplier performance, manage contracts, and ensure adherence to agreed service levels.

    • Oversee the logistics and support services such as fleet management, transport, travel, and auxiliary services.

    • Manage movable assets – including acquisitions, disposals, maintenance, verification, warranties, and accurate register upkeep.

    • Drive compliance, efficiency, and integrity in all SCM processes and systems.

    • Provide leadership, manage staff performance and development, and ensure discipline within the directorate.

    • Prepare and submit administrative and financial reports.

    • Manage the directorate’s budget and expenditures in line with the Public Service Regulations.

    Minimum Requirements:

    • Minimum Qualification: Bachelor’s Degree (NQF 7) in Public Management/Administration, Supply Chain Management, Procurement, Law, or a related field.

    • Experience: Minimum of 5 years’ experience at middle/senior management level in Supply Chain Management.

    • Willingness to adapt work schedule based on office requirements.

    • Valid driver’s license (advantageous).

    Knowledge & Skills:

    • In-depth knowledge of:

      • Public Finance Management Act (PFMA)

      • National Treasury Regulations

      • Preferential Procurement Policy Framework

      • Government financial systems and procedures

      • GAAP / GRAP financial principles

    • Strong planning, problem-solving, decision-making, and project management skills.

    • Excellent communication, leadership, interpersonal, and analytical abilities.

    • Ability to conduct research and interpret legislation and policy frameworks.

    • Competent in report writing, numeric skills, and compliance monitoring.

    Salary Package:

    • R 1,266,714 per annum (All-Inclusive Remuneration Package)
      Structured in line with the rules of the Senior Management Service (SMS)
