    Job Purpose

    To appoint a qualified and accredited service provider to deliver random drug testing, post-incident drug testing, and drug awareness training across Transnet Rail Infrastructure Manager operations nationwide. The purpose is to promote a safe, drug-free working environment, ensure compliance with occupational health and railway safety regulations, and support Transnet’s safety and wellness objectives.

    Key Job Responsibilities

    The appointed service provider will be responsible for:

    • Conducting random drug testing at TRIM depots and sub-depots

    • Performing post-incident drug testing within prescribed timeframes

    • Collecting samples (urine and saliva) using approved methods

    • Managing chain of custody, sample handling, and documentation

    • Arranging confirmatory laboratory testing for substances such as:

      • Cocaine

      • Opiates

      • PCP

      • Other specified drugs

    • Providing drug awareness and education training to employees, nurses, and relevant personnel

    • Issuing test reports within agreed turnaround times

    • Managing medical and infectious waste disposal

    Technical Requirements

    • Use of SANAS-accredited laboratories for confirmatory testing (GC-MS)

    • Saliva-based screening equipment capable of detecting six (6) specified drugs

    • Laboratory confirmation results within 48–96 hours

    • Deployment of qualified and registered nurses nationwide

    • Legally defensible chain of custody procedures

    • Compliance with:

      • Occupational Health and Safety Act (Act 85 of 1993)

      • Railway safety regulations

      • Transnet access and safety requirements

    • Implementation of approved medical waste management plans

    Skills & Competency Requirements

    The service provider must demonstrate:

    • Proven experience in workplace drug testing programmes

    • National operational capacity with adequate staffing and logistics

    • Accreditation and certification for laboratory testing and waste management

    • Strong project and operational management skills

    • Ability to maintain confidentiality, data protection, and legal integrity of results

    • Experience working in railway or high-risk operational environments
