    Job Overview

    The Payroll Manager is responsible for the full governance, oversight, and integrity of payroll operations across multiple entities within the transport and associated business divisions. This senior leadership role ensures payroll accuracy, statutory compliance, financial integrity, and adherence to internal control frameworks.

    The role requires advanced expertise in Sage 300 Payroll, strong analytical capability, and the ability to lead and develop a multi-level payroll team. The Payroll Manager acts as the key escalation point for complex payroll matters, audit requirements, and compliance risk management while ensuring alignment across all entities and cost centres.

    Job Description

    1. Payroll Governance & Oversight

    • Maintain full accountability for the accuracy, completeness, and timeliness of payroll processing across all entities.

    • Oversee end-to-end payroll processing cycles and ensure strict adherence to policies, procedures, and statutory requirements.

    • Review payroll reconciliations, variance reports, journals, and summaries prior to submission to Finance.

    • Ensure consistent payroll practices and control standards across multiple entities.

    • Monitor payroll calendars and enforce cut-off deadlines.

    2. Leadership & Team Management

    • Lead and manage a team of payroll officers and administrators.

    • Provide technical support and escalation resolution for complex payroll matters.

    • Implement structured review controls to enhance accountability and reduce risk.

    • Drive performance management, training, and succession planning within the payroll function.

    • Foster a high-performance, deadline-driven team culture.

    3. Compliance, Risk & Audit

    • Ensure compliance with labour legislation, tax regulations, statutory submissions, and bargaining council agreements.

    • Maintain strong internal payroll control frameworks.

    • Act as senior escalation point for discrepancies, disputes, and audit findings.

    • Ensure payroll divisions remain audit-ready with complete compliance documentation.

    4. Reporting & Financial Integrity

    • Consolidate payroll reporting for executive and shareholder review.

    • Analyse payroll costs, overtime trends, headcount movements, and variances.

    • Oversee statutory reconciliations and third-party payments.

    • Mitigate payroll-related financial and compliance risks.

    5. Systems & Process Optimisation

    • Serve as subject matter expert for Sage 300 Payroll.

    • Ensure optimal system configuration and structural consistency across entities.

    • Utilise advanced Excel for reconciliations, analysis, and consolidated reporting.

    • Identify opportunities for process improvement and strengthened internal controls.

    • Collaborate with HR, Finance, Operations, and IT to ensure system efficiency and data integrity.

    6. Confidentiality & Data Governance

    • Ensure strict confidentiality and secure handling of payroll information.

    • Oversee record-keeping, document retention, and compliance archiving processes.
