Job Summary

Matjhabeng Local Municipality invites suitably qualified service providers to supply and deliver bulk fuel and diesel on an as-and-when-required basis for a period of three (3) years. The fuel will be used to support the municipality’s fleet, plant, and operational activities to ensure uninterrupted service delivery.

Objectives

The key objectives of this tender are to:

•  Ensure continuous and reliable supply of bulk fuel and diesel
•  Support municipal fleet and operational machinery
•  Establish long-term supplier relationships for cost-effective procurement
•  Maintain fuel quality and compliance with regulatory standards
•  Improve efficiency and reliability of municipal operations

Scope of Work

1. Supply of Fuel Products

The service provider will be responsible for supplying:

• Bulk diesel

• Bulk fuel (as specified in tender documents)

• Fuel blends compliant with 80/20 or 90/10 specifications (as applicable)

2. Delivery

• Delivery on an as-and-when-required basis

• Delivery to municipal fuel depots or the main municipal building in Welkom

• Emergency and scheduled deliveries as required

• Accurate measurement and documentation of fuel quantities

3. Contract Duration

• Three (3) years

• Quantities will vary depending on operational needs

• No guaranteed minimum volumes

Technical Requirements

Service providers must demonstrate:

•  Compliance with fuel quality standards and specifications
•  Ability to deliver fuel safely and on time
•  Availability of compliant fuel transport vehicles
•  Proper calibration and metering of delivery equipment
•  Submission of all required documentation and permits
•  Compliance with municipal SCM and procurement policies

Evaluation Criteria

The tender will be evaluated based on:

Functionality

• Experience in bulk fuel supply

• Logistics and delivery capacity

• Quality assurance systems

• Health, safety, and environmental compliance

Price & Preference

• Scoring based on 80/20 or 90/10 system

• Consideration of B-BBEE and preferential procurement criteria

Skills & Competency Requirements

• Financial stability to sustain long-term supply
