Tender Objective

To appoint a suitably qualified Professional Service Provider (PSP) to complete the design and implementation of abstraction works in the Orange River, including the equipping of two raw water pump stations in Rouxville.

The PSP will:

• Verify existing designs

• Act as the Employer’s Agent during construction

• Manage and supervise implementation

• Ensure successful project completion and close-out

Scope of Work

Design & Documentation

• Review and verify existing designs for abstraction works

• Complete final design and construction documentation

• Produce detailed drawings, specifications, and bill of quantities

Construction Supervision

• Act as Employer’s Agent / Resident Engineer

• Oversee contractor performance and compliance

• Conduct site inspections, progress monitoring, and quality assurance

Equipping of Pump Stations

• Design and supervise the installation of equipment for two raw water pump stations in Rouxville

• Ensure correct commissioning and testing

Project Close-Out

• Prepare final project close-out reports

• Ensure completion of all contractual deliverables

Technical Requirements

• All design and supervision must comply with CIDB and SANS standards

• Key Personnel Required:

  • Project Leader

  • Resident Engineer / Employer’s Agent

  • Occupational Health & Safety Officer

  • Environmental Practitioner

• Environmental assessments, permits, and management plans required

• Professional indemnity insurance (min. R5,000,000)

• Public liability cover (min. R1,000,000 per event)

Skills & Competency Requirements

The tenderer must demonstrate:

• Proven experience in water abstraction projects and pump station infrastructure
  (Minimum 5 projects valued at R20 million or more in last 10 years)

• Registered professional engineering qualifications (ECSA registration as Pr. Eng or Pr. Tech. Eng)

• Experience in environmental impact assessments and management planning

• Qualified health and safety professionals (SACPCMP registration)

• Strong project management and planning skills

• Ability to coordinate with multiple stakeholders and manage project risks
