Job Purpose (Overview)
The CFO provides strategic leadership over all financial management functions of the organisation, ensuring financial sustainability, compliance, and alignment with corporate governance standards.
The role is responsible for budgeting, financial planning, reporting, revenue management, and investment oversight, supporting both operational and strategic priorities.
Minimum Requirements
-
Bachelor’s degree in Accounting or related field
-
Chartered Accountant qualification (CA(SA)) mandatory
-
Minimum 10 years relevant experience in financial management, accounting, or related field
-
Minimum 5 years senior management experience
-
Professional registration with SAICA, CIMA, SAIPA, or relevant professional body
-
Expertise in: financial planning, budgeting, reporting, taxation, compliance, investment management
-
Knowledge of government legislation and frameworks (PFMA, Treasury Regulations, King IV, SCM prescripts)
-
Experience in water sector is an advantage

Lead financial planning, budgeting, and expenditure control

Ensure financial sustainability and efficiency

Provide strategic input to Shareholder Compact, Board submissions, policy, and executive decisions
Financial Management & Reporting

Oversee preparation of quarterly and annual financial statements

Ensure compliance with accounting standards and regulatory requirements

Manage revenue, risk mitigation, and long-term financial planning
Operational Oversight

Lead tariff determination processes and engage with municipalities and regulators

Oversee asset management, procurement, and inventory management
-
Strengthen financial controls to support operational sustainability
Leadership & Governance

Lead finance team and performance management processes

Drive change initiatives to improve financial performance and operational efficiency

Uphold confidentiality, ethics, and sound corporate governance practices
