    Job Purpose

    To provide strategic leadership and management of the Expanded Public Works Programme (EPWP) across the province.

     The goal of EPWP:

    • Create jobs for unemployed people
    • Use labour-intensive projects
    • Support poverty alleviation and community development

     Key Responsibilities

     Strategic Leadership

    • Lead and manage EPWP across the Free State
    • Develop and implement provincial strategies
    • Align departments and stakeholders

     Stakeholder Coordination

    • Work with:
      • Government departments
      • Municipalities
      • Public bodies
    • Ensure collaboration across sectors

    Programme Management

    • Oversee EPWP projects and initiatives
    • Ensure job creation targets are met
    • Monitor implementation and performance

     Monitoring & Reporting

    • Develop management information systems
    • Compile monthly reports
    • Track progress and outcomes

     Community Development

    • Promote:
      • Job creation
      • Skills development
      • SMME (small business) development
    • Improve quality of life in communities

     Innovation & Capacity Building

    • Introduce new programmes and initiatives
    • Strengthen delivery at provincial & local level
    • Support learnerships and training

     Resource Management

    • Manage staff and budgets
    • Ensure effective use of resources

     Minimum Requirements

     Qualifications

    • Bachelor’s degree (NQF Level 7) in:
      • Public Administration / Management
      • Social Sciences
      • Development Studies
      • Political Science
      • Project Management
      • Built Environment

     Experience

    • 5–7 years management experience
    • At least 5 years at senior management level
    • Experience in:
      • Public employment programmes
      • Infrastructure programmes

     Required Knowledge

    • EPWP framework and policies
    • Public Finance Management Act (PFMA)
    • Treasury Regulations
    • Labour-intensive construction methods
    • Monitoring & Evaluation systems
    • Government systems and funding frameworks
