    Job Overview

    The Director: Supply Chain Management (SCM) is a senior management position responsible for providing strategic leadership, governance, and oversight of all procurement, contract management, and supply chain functions within the Free State Department of Health. The role ensures that supply chain processes are efficient, compliant, transparent, and aligned with applicable legislation, treasury regulations, and departmental objectives.

    The Director plays a key role in strengthening governance, managing supply chain risk, improving supplier performance, and supporting service delivery across all institutions and directorates.

     Key Responsibilities

    Supply Chain Governance & Policy Implementation

    • Provide strategic guidance and leadership in the formulation and implementation of SCM policies and procedures.

    • Ensure compliance with SCM prescripts, PFMA, PPPFA, Treasury Regulations, and related legislation.

    • Oversee procurement and performance management functions within the department.

    Procurement & Bid Management

    • Manage and coordinate the departmental bidding process, ensuring fairness, transparency, and compliance.

    • Ensure effective contract management and adherence to procurement regulations.

    • Promote empowerment and transformation objectives in line with government procurement policies.

    Compliance, Risk & Contract Management

    • Ensure compliance with PFMA requirements relating to contract management and SCM governance.

    • Oversee supply chain risk management processes.

    • Monitor and improve supplier performance, including within departmental institutions.

    Coordination & Stakeholder Support

    • Coordinate cooperation across institutions, offices, and directorates to improve bid and procurement processes.

    • Provide SCM-related support and advisory services to the Chief Directorate and Chief Financial Officer (CFO).

    • Prepare and submit reports on procurement performance, risks, and challenges.

    Directorate & Resource Management

    • Manage the Directorate: Supply Chain Management.

    • Perform all administrative functions related to financial and human resource management.

    • Build capacity and promote effective performance within the SCM team.

    Job Requirements

    Qualifications

    • Matric.

    • Undergraduate qualification in Supply Chain Management or an equivalent qualification at NQF Level 7, recognised by SAQA.

    • SMS Pre-Entry Certificate (Nyukela) required prior to appointment (or proof of registration).

    Experience

    • Minimum of 5 years’ experience at a middle to senior managerial level.

    • Proven track record in managing supply chain and procurement functions, preferably within a healthcare or public sector environment.

    Inherent Job Requirements

      • Public Service Regulations, 2016 (as amended)

    • Strong planning, negotiation, presentation, communication, and interpersonal skills.
