Objectives
- Compile GRAP-compliant Annual Financial Statements (AFS).
- Review financial statements for accuracy, completeness, and compliance with GRAP standards and relevant regulations.
- Develop a credible asset register aligned with GRAP standards.
- Assist in preparing for the annual audit and provide support during the audit process.
- Enhance financial reporting processes and internal controls within the municipality.
Scope of Work
1. Preparation and Review of Annual Financial Statements
- Review financial statements for inaccuracies, non-compliance, and completeness.
- Provide recommendations for corrections and adjustments.
- Assist with documentation, schedules, and audit support.
- Compile working papers and disclosures (segment reporting, prior period errors).
- Provide training and skills transfer to municipal staff.
2. Asset Management Services
- Review and update asset management policies (movable & immovable assets).
- Conduct revaluation of land, infrastructure, and other assets.
- Perform physical verification, condition assessment, and recognition of assets.
- Identify impairments, update Fixed Asset Register (FAR), and reconcile with General Ledger.
- Manage movable and immovable assets, including GIS data capture and asset tagging.
- Provide an Asset Management Software System integrated with SOLAR financial system.
- Prepare Asset Management Plans and provide staff training.
Technical Requirements
- Produce GRAP-compliant financial statements and asset register.
- Conduct physical verification with detailed inventories.
- Perform revaluation and recognition of assets per GRAP standards.
- Use a web-based Asset Management Software System with:
- Asset identification, barcoding, and lifecycle management
- Linking assets to locations and end-users
- Mobile device integration for verification and GIS data import
- Dashboards and reporting features
- Submit comprehensive technical reports signed off by qualified professionals:
- ECSA-registered Engineer
- SAICA-registered Chartered Accountant (CA)
- SACPVP-registered Valuer
- Provide audit support, including site visits and documentation assistance.
Skills and Experience Requirements
- Experience in public sector financial statements, particularly municipalities.
- Extensive knowledge of asset management standards (GRAP 17, 21, 26, 31, etc.).
- Qualified personnel including:
- Chartered Accountants (CA(SA)) – SAICA
- Professional Valuers – SACPVP
- Engineers – ECSA
- Proven municipal asset management and audit experience, with references.
- Ability to deliver a comprehensive methodology, asset management plans, and training programs.
- Minimum functionality score: 75 points to qualify for further evaluation
